Three two-story halls totaling about 2 million square feet on the old Bruce Mansfield site in Shippingport, plus a 70-acre gas-generation pad. Shippingport council granted zoning modifications in 2026. The 3.6 GW figure is Frontier’s planned generation at the industrial park — the same caveat as Homer City: generation is not a signed IT lease.
Local coverage has put the campus in the $10 billion neighborhood. Aligned closed a $223 million land purchase in 2026.
Shippingport’s assessed tax base is $190 million; South Side Area is $851 million. Even a slice of taxable halls would dominate both. Beaver County is large ($15.6 billion) and millage is high (26 mills).
