Money received vs pledged: The city has received $7.8 million in building permit fees on an estimated $1.3 billion construction cost (LNP, Feb. 13, 2026). The $20 million community-benefits agreement is a pledge — four rounds of $2.5 million plus $2.5 million — not money in hand. CoreWeave expects 150 permanent jobs at each site once operational; those are projected positions, not counted hires.
The two Chirisa sites — 216 Greenfield Road and 1375 Harrisburg Pike — are former R.R. Donnelley and LSC printing plants. CoreWeave announced the campus in February 2025.
According to the city’s data-center page, Chirisa is not receiving city tax breaks, including LERTA. The CBA is separate from how the two plants are assessed as real estate. Details on when payments begin and ramp up are in LNP’s reporting.
The first building at 216 Greenfield Road is under construction. The second building at that site is facing a residents’ appeal led by Lancaster RAGE (LNP, Aug. 21, 2026; Zoning Hearing Board, Sept. 28). On July 14, 2026, city council voted 7–0 to restrict future data-center zoning; Chirisa was grandfathered under its existing CBA.
Existing industrial assessments on the two Chirisa plants are quoted on ccblueprint.org as city-published figures: $11,880,000 for 216 Greenfield Road ($150,163 city tax at 12.64 mills), and $11,367,900 for 1375 Harrisburg Pike ($143,690 city tax). The table above and the millage map use Lancaster County’s 2026 millage and published tax bases; a 300 MW campus assessed at our $10 million/MW method would be $3 billion of new taxable value on top of the legacy plant assessments.
Note on the millage simulation: The map’s thesis is a revenue-neutral millage-cut simulation — what could happen if local governments keep collecting the same dollars after a campus is assessed. Lancaster City promised a CBA, not a millage cut. Lancaster County’s 2026 millage sheet is 3.201 mills. The county’s 2026 budget was a 10% tax increase vs 2025. The county is conducting a 2027 reassessment; “The 2026 millage rates cannot be applied to the 2027 assessment value.”
