On August 18, 2026 Quantm filed a 4,000-page conditional-use application in Covington Township: six one-story data halls (four in Covington, two in Clifton), just over 2.5 million square feet, along I-380, plus up to 900 MW of batteries and two PPL switchyards. The Times-Tribune, working from that application, reports 2.2 GW — the highest electricity figure of any Lackawanna proposal they have tallied.
Local coverage of the filing has called it an $18 billion campus.
The two townships together are about $89 million of assessed value; North Pocono is $216 million; Lackawanna County is $1.60 billion. 2.2 GW at $10 million/MW is $22 billion of taxable buildings — more than ten times the entire county tax base. Clifton’s half of the plan is clouded by a zoning fight.
